Missing pieces?

My first set of parts came today from TCS, including the RSC. The package appears to have been opened (the staple at the top was pulled out) and there are two empty spots in the foam insert. Are there supposed to be parts there? If there's something missing, I want to send this back to TCS right away.

that is right. come empty... Holes are for CVD's

mine was missing those parts also so i assume that it is normal
