when i got my savage x it was hot even after i ran a gallon through it it would still pull the front tires off the ground now that its january will that cause it to seem like it has less power? till engine gets warmed then it runs like crazy will the weather cause this?

it will take longer for the engine to come to temp for sure. a little bit of tin foil around the head will help retain a little heat until your all warmed up.

Yes if the motor is not up to temp the motor will not run to full performance.
