No it does it when I am holding the block in my hand.. It was in the vise b/c I needed 2 hands
 
No it pops in and out with ease .. if I tip the motor downward .. the bearing will fall out
 
OIC, have you tried a different bearing? Either the bearing is worn or the inside lip of the block is. Or just a bad batch from the factory maybe?
 
I have never replaced bearings in an engine but I have read that people use the green (the weakest isn't it) to seal around the bearing to make sure the seal is air tight. I don't think the bearing should be that loose but I honestly don't know. The bearing will still come out after the loctite too with a bit of heat. Just be careful not to get any in the bearing.

Edit: I think where I read the loctite thing they were also saying that a lot of front bearing leaks weren't caused by the bearing but poorly machined cases and leaks around the bearing. It isn't going to be a good air tight seal anyway being metal on metal.

That outer bearing race should be around .0001 or more bigger than the hole it gos in. It should never pop in and out.... Is that the blown case? I'm also a fan of green loctite on the install but not for that reason. If you don't have to use a driver and hot/freeze methods, don't use it. I love the junk these companies make these days....
