Slow until powerban

Hey guys, I was out running my savy with the picco in it for the first time in a few months and I'm having some tuning issues. I am usually pretty good at tuning engines but I can't figure this out. It starts off like it has the worst tune ever. Slow slow slow, then after it picks up rpms it runs like a champ. It only from being stopped or when I'm going slow, if I throttle up after moving at a decent speed it doesn't happen.

So far I set it back to factory settings and went to re tune it from there. I still have the same problem no matter what I do. I have leaned/richened the lsn, the hsn and the only thing that changes is the top end.

Any suggestings? Anyone know what could cause this?

Sounds like low speed needle to Ritch. Or to lean both act like that. But I'm more twords to Ritch. But you tried leaning it n no better? Hmmmmm. Is it taking off in second gear maybe?
