is my OWB bad?

when i tighten down the back plate to my LRP 28 and then put on my pull start i pull the string and the string wont retract, but when i take the pull start off it will retract. and when i loosen up the screws of the back plate, the string will go in and out just like its suppose too. so is my OWB out or is there something else that might be wrong. i have about 2 gallons of fuel through this engine, I'm not using it but i would like it working if i deside to go back to nitro again. well i hope i explained this right. thanks.
 
Are you over pulling the rope? I had the same problem with my axial before the rope broke and then went to roto start. The problem with mine was that the knot tied into the end of the string inside the pull start was hanging betwen the spool and backplate. The knot came loose where it was glued to the spool and that's what cas of my problems were. I ended up putting a few drops of CA glue onto the knot once it was back in place and let it sit over night before I reinstalled the pull start. Worked for me until the rope broke.
 
I noticed mine doing this before when the screws were overtightened. The knot in the rope (as mentioned before) was getting bound up when the backplate was tightened down too much.
 
well i tried the shim thing with the pull start and it still wont retract so i think its got to be the either back plate, or OWB, or a combo of the two i guess i will have to order one to find out. thanks for the help.
