Can you wiggle your header?

I've had problems with getting my motor tuned in only to find that the header was loose (at the motor). My LHS didn't have a new one in stock but suggested I get some copper permatex (same kind you use in the Sealing Your Engine sticky) and use that. So I used it between the gasket and the header pipe. When it dried, I had some blockage so I cut it out. I didn't use it between the gasket and motor however for fear of that stuff getting in my motor or building blockage (which I wouldn't be ablt to check without removing the header, hence breaking the seal, see my point?) Anyways, I got a new spring to hold it on and put it all back together. But it wiggles. I can turn it clocwise and counter clockwise. I don't have any tuning issues that I can see and I don't think it's affecting performance, but is that turning normal? I'm gonna get a new header anyway, but still need to know in case I have the same problem with a new one.
 
If it's just held on with the spring (which I think it is) then yeah it's normal for it to be able to move.
