Yes the 21-25-x-xl shocks are the same.
The Flux shocks are plastic big bores which will allow you to run one on each corner instead of two. If you use these on the pre x arms you will need a washers on both sides of the shock (mount to the outside of the arm), because the x arms the shocks mount in the arm.

If you do decide to get the Flux big bores, you might also need some Hellfire shock standoffs for the top depending on if they come with all the hardware.

U knpw what, i have read a few posts on the subject and i think i will just keep with the factory ones, or atleast plastic ones. I think the alum ones would be too tough and break my ole 21. But the big bores look cool. I want a front and read alum shock tower mount so i can drop it nice and low for parking lots and raise it high for bashing. Can i get one for the 21?

I'm not sure if they still make any for the 21/25 bulks, you might want to get ahold of hypnotiq (the pics with the Ace standoffs from above).
I've never tried alum shock towers, just prefer the plastic towers so if I have a really bad landing it will flex instead of bending or possibly ripping off the bulkhead.
