stock savage spur and clutch bell combo

I got my rr bell and spur on order, Bell came friday. They told me to get the gen 3 spur so I did. It's more expensive that just the gear. I think it has new bearing and slipper pads.
 
Putting bell on today and least little pressure on screw starts binding drum. Any suggestions? Also noticed exhaust spring rubbing boot on carb. Think I need to move it.

possibly move or remove a shim from the bell to stop the binding, as for that spring just move it away a bit from the carb boot....

Didn't see any shims, there's a rubber washer/spacer that goes between screw and bearing. I may remove it and add a few washers. Thanks
 
A couple of clear close up pics may help if you still have trouble with it...
I got it all on. Had to file down big washer so clutch drum wouldn't bind. Ran it about 5 minutes the other day. Today I hooked batt up wrong and fried servo and probably receiver ugggggg. Another week of waiting on parts.
