yea they use bolts with the vented style on some diesel engines in tractors and that to allow oil to flow to the top of the head and lube the valve train
 
I like the vented screw this will help alot if you have a stripped hex and need to use an easy out

Wouldn't the drilled head be a better option?
 
I don't know, but I do know if the screw has a hole allready in the middle of it. That will help loads when you need to drill the pilot hole. If anyone has ever tried to drill in to hardend steel them you know what a PITA it is..
