Alright, I have had probably a dozen savages and I loved every 1 of them. My buddy bought a savage XL about 2 yrs ago and its been sitting ever since. I got it out, broke it in properly, and it runs great but wont wheelie. It acts as if its putting more power to the fron end than the rear. The rear diff is good and rear drive shaft and all grub screws are in place. Rear has plenty of power but front seems to hook up more. The front tires baloon way up more than the rears do. I'm going to regear it to a smaller CB and see if it helps. I really don't care about the speed anyway. I have also held the rear wheels with my feet and tried to go. It bogged the motor as I was hoping it would do. That leads me to believe there isnt anything wrong with the rear end anyway. But why wont it wheelie, and why do the fronts balloon so bad? Also could it be because of the longer wheelbase? Maybe the tires are just junk. I don't KNOW.
 
the wheelbase do effects - longer wheelbase = less chance to make wheeleis -
also the tiers grip will sourly make a difference as redneck said (the terra pi9ns do not hook up well at ALL on pavement) try the dirtclaws or somthn. that is more grippy
 
It may be the tune. Either to lean or to rich on either the top or bottom ends no way to tell from your discription. Also the front tires ballon more because the weight is being transfered to the rear as you accelerate so the front can ballon while the rears with all that weight will not. This is also what is making it seem like the front is pulling harder than the rear. As those tires ballon their circumfrance increases meaning that for every rotation they are pulling the truck farther than the rear non balloned tires are pushing it.
