Won't go forward

My savage has a lrp.28 In it I took it apart and cleaned it and put it back together and it starts up but just revs up really high and doesn't go anywhere I'm thinking it might be the tranny any ideas

Follow the driveline movement. Is the spur gear moving? If it isn't then your clutch is slipping, either under clutch bell or behind spur gear. Is the outdrive cups on the transmission moving? If not, then transmission issues or grub screws are out on the drive cups. Are the drive cups on the diffs moving? If not, diff issues or grub screws on drive cups missing.

If I spin 1 wheel all the wheels spin but the pinion and spur don't spin if I spin the spur all the wheels will move

A few pics of what you have going on may help some here, if the slipper nut is loose it will not move the truck so I would start there as X has said and work my down thru all the grub screws on all the drive cups, I am sure if you did that you will find the problem...
