Slipper pad

Quick question guys, I'm replacing my slipper pad in my Savage 21. The old one is pretty torn up. Do I dig out the old one or do I just stick the new one down on top of the old one? (First time doing this)

remove all the old pad, clean with alcohol or something and stick the new pad in place
