question LSN about fully closed

The manual for the RS-25 says that the default to 3 turns out from closed. Is that meaning the screw is closed or the slide is closed? I screwed up my needles and can not get it stared. Can anyone help?

which needle is it the high speed needle is 3 turnes and the low speed on the slide is suposed to be flush hope this helps bro!
