Motor mount screws loose

I got my motor mounted and there is 4 screws on the bottom holding the mounting brackets to the plate I set the mesh and tightened 2 screws in center but the 2 screws under the chassis have no.access to.them they can back.out but.only so far is this normal I'm also.running dual side frames with may add to.the problem but not.enough I don't think any one else encountered this
