LiPo battery.

Is it safe or wise to recharge a fully discharged Iipo battery?

I bought a new battery hardly used it and in storage somehow lost all its charge.

Its not charging well what do I do chuck it?

I have shocked a dead LiPo by a short charge in NiMH mode, I recommend you do it outside and well away from anything flammable, all it takes is a short time less than a couple minutes, then switch back to LiPo mode and see if it takes a charge
