You match the glow plug heat range to the engine and fuel, not the weather. If it's cold out heat the engine first with a hair dryer or keep it inside for a while before running it. Another good idea is to insulate the head, can be as simple putting a sock on it.

Ya I have to agree with X here, I don't run in these type conditions for a couple of reasons, but an engine doesn't care if is 30 or 100 degrees outside, the operator has got to tune the engine to retain enough heat to properly atomize the fuel to allow a clean burn... another thing to keep in mind while running outside in cold weather is plastics are more brittle when cold and so are the metal parts at times resulting in major breakage due to parts being so cold they don't flex but break instead....
