slide a zippy tie or small wooded dowel through exhaust port with the piston at bottom dead center then turn the flywheel to get it to slide up enough to get a hold with something better

if you have a heat gun , heat it to 250 if possible then should loosen it up. I had a motor several years old and sleeve would not come out, took several tries and patience to get it.
