i am having trouble under standing wot measurements meaning are to the locashion to the wheel i have tried looking and couldn't find any thing
I.E
Outside Diameter:
Inside Diameter:

Inside diameter is a measurement that only applies to tires. It should match the outside diameter of the wheel it's mounted on.

The Savage (like most monster trucks that I know of) uses wheels with an outside diameter of 3.8 inches.

Not entirely correct, early Savage models used a wheel with an outer diameter of 3.2 inches
Newer ones do use a 3.8 with a 17mm hex drive wheel

420 series are also a 3.8 wheel but utilize a low profile tire...
