yes, only i prefer to burn 2mm holes in them with a hot nail.
Water will always get in but if you only vent the rims it won't get out, if you vent the tyres in the centre of the tread (4 holes minimum), when they spin up it'll get sprayed out. The more holes the better imo, i did some tyres with them spaced 1" apart all the way round, handled very well.
