Problem not shifting out of 1st gear

As the title says, it doesn't seem to shift into 2nd gear. It revs right up but won't shift. Anyone else have this problem? It's a Savage XL K5.9.

Is the engine properly run in and tuned for performance?

2speed can be adjusted from the outside.
It is possible it starts in 2nd gear, best you can do is set 2nd gear as late as possible and then just loosen it up 1/8th of a turn at a time.

First off you need to make sure your engine is fully broke in, then it needs to be tuned perfect or close to. If your still not getting a shift, refer to your manual on adjusting shift points. If your sure its second your not getting and not third you'll have to take the top section of the transmission off to get at the second shift point. Unless it's a two speed which can be adjusted through the hole on the side of the tranny
