Do my skid plates need replacing?

Reason I ask is that when I tighten the 4 countersunk screws on each plate some of them try to go through the countersunk hole before the screw feels tight. When the screw goes through that causes the skid plate to lift and separate from the bulkhead plate and you don't want that because dirt and anything else could find its way through the bottom gaps.

So right now I have all the screws pretty much flush so the skid plate is even and sealed, but I know a couple of them don't sit as snug as I'd like. The concave portion of the screw holes is soft on those screws that don't feel tight.
 
Replace them. Or, find some 4mm washers that are larger than the screw head, a center punch that is fatter than 4mm, then put them over a hole in a board and hit them a few times with a hammer/punch to make your own larger concave washers. I've done that in a pinch until the new parts showed up.
