With the drill in reverse is it spinning the same direction as the Roto-Start? If it grabs when you turn it backwards it's on backwards. In any event first try cleaning it with a cleaner that doesn't have any lubricant, if that doesn't cure it you need a new one way bearing.
1) Make sure the metal plates are very clean when you stick the pads on them.
2) Stack up the plates and clamp them very tightly in a vise to seat them.
3) Remove them from the vise and glue the edges of each individual pad and plate with some C/A "Cyanoacrylate" glue. (Just the edges).
