stock shocks????

just built my first savage(xss 4.6) it seems like the shock oil isnt moving past that washer with the holes did i do something wrong or is the oil just super thick please help. ps I'm a newbie at this but have some experiance with traxxas(t-maxx,e-maxx and revo's)
