won't start

I have a savage 25 and the roto start won't turn the engine over. so I pulled the cover where you put the roto start in and what looks like a nut with a bearing that slides into it, it just spins on the shaft coming from the engine. shouldn't it lock on when it spins clockwise? if so where could i buy the part?

The bearing you are talking about is a one way bearing. The one way is bad and needs to be replaced.
