I would think the TSAIS dual pipe they have for the Savage would hit along the line for being one of the loudest pipes. I hear Ya on the .30 engine. I've been looking at everything from Nova 528 for $255 PS, ( hard to tune from what I read ) to the STS D30M just came out price $118 Ebay lastly the Axial .32. Here are 2 links:

The most respect site for Dyno testing. Forget the HP the Manuf. puts out. It's all BS. As Rody Roam said from RB there is no true way of measuring HP, too many varibles to account for. I think this site shows a truer value for what these engines can do. Manufacture HP numbers is all HIPE, period.

I would stick with the OS, others claim more HP but like stated above thats mostly hype. Plus it's an OS...reliable and easy to tune!
I have read great things about the Ofna JP3 pipe

I am wondering on a few of your other choices, why the 49t spur for the X? TVP's-I think I would spend a tad bit more and get this TVP setup from IRC http://www.innovative-rc.com/product_info.php?cPath=21_31&products_id=88&osCsid=802339c2d417b62675302555ac7fdc1c
I'm not sure about that air filter either I have no experience with them but I think sticking to a motor saver or a HPI 2 stage filter would be better. (imo)
A few people have been saying good things about the surefire .32, I have been looking at the Axial .32 myself, still a toss up for me also.
As for a loud pipe just as ]-[0pa]0ng suggested, if you want a performance pipe go with the Ofna JP3 pipe as Cajunbasher has stated. I also know of a few people that run a ritter pipe and have had good luck with that as well.
